Utah City Finance Report

Utah cities are major stewards of public funds. In FY 2024, cities statewide collected $8 billion and spent $7.4 billion, drawing from property and sales taxes, dozens of fees, and a variety of state and federal sources. With 123 distinct revenue categories available, 70% of cities are running surpluses, collecting more than they spend. These surpluses reduce the pressure cities feel to scrutinize spending decisions. Scarcity, by contrast, encourages clearer prioritization and stronger stewardship of taxpayer funds. Read our full report for a detailed breakdown of how Utah cities raise and spend money, how rapidly growing cities fund development, and where stronger accountability is needed.
